Description
The Reablement Care Service shall provide short-term, outcome-focused support to eligible Enfield residents who require assistance to regain, maintain or improve their independence following discharge from hospital.
The externally commissioned support will focus on hospital discharge pathways only and will be underpinned by a strong reablement approach. The service will provide time-limited, person-centred support in residents’ own homes, with the primary aim of enabling individuals to regain confidence, relearn or restore daily living skills, and continue to live as independently as possible within their own home.
Suppliers will be expected to take an enabling, outcome-focused approach, doing with rather than doing for individuals wherever appropriate. Support should help people rebuild practical skills, establish safe routines, improve mobility and confidence, manage everyday tasks, and reduce or avoid the need for ongoing domiciliary care wherever this can be achieved safely.
The Council is seeking market insight on the service delivery models, solutions and areas of emerging best practice that could support the Council’s current requirements and inform improvements to future service delivery.
Information provided through this exercise will be used for information-gathering purposes only. It may help the Council understand solutions that are available in the market and may inform and shape any future requirements, reflecting common approaches across the marketplace where appropriate.
As outlined above, the intention of the Service is to ensure the provision of high-quality, accessible support for eligible residents requiring reablement support following hospital discharge, promoting independence, safety and wellbeing
Due to the need for a borough-wide service, the Council is currently considering dividing the future service into four (4) Lots, potentially split by four geographical areas: North West, South West, North East and South East of the borough (please refer to the Indicative Service Specification, Appendix 2 and the accompanying Introduction plus Appendix 2.A and Appendix 2.B for further information). Under this model, it is envisaged that four (4) Suppliers would deliver the Council’s next generation Reablement Care Service within a defined geographical area. The Council would welcome organisations’ views and feedback on this potential service delivery model through the SMT Questionnaire.
An indicative Service Specification, Appendix 2, and its accompanying documents (Introduction, Appendix 2.A and Appendix 2.B) are provided as part of the Preliminary Market Engagement documentation.

Engagement process description
The London Borough of Enfield (‘the Council) is undertaking a preliminary market engagement to gather market intelligence and obtain views regarding the provision of a future Reablement Care Service in the borough.
As part of this preliminary market engagement, the Council invites interested organisations to engage by attending an online event on 7 October 2026 and by completing the Council’s Soft Market Test (SMT) Questionnaire. The SMT Questionnaire, Appendix 1, of the Preliminary Market Engagement documentation should be submitted by 12:00 noon on 14 October 2026. The purpose of this preliminary market engagement is to help inform the Council’s options and further decision-making where appropriate. For the avoidance of doubt, this notice is, therefore, intended as an awareness-raising and information-gathering exercise only and is not a call for competition, nor is this a pre-qualification process, and is not the start of a formal procurement process.
Participation or non-participation in this preliminary market engagement shall not prevent any potential supplier from participating in, nor shall it place any potential supplier at an advantage in any future procurement opportunity.
It is anticipated that any future procurement opportunity following the Council’s preliminary market engagement phases could be published during Spring 2027. However, this timeframe is indicative only, and the Council reserves the right to reschedule any forthcoming publication at any time.
Suppliers should also be aware that, following the introduction of the new Procurement Act 2023, the Government have introduced a new Central Digital Platform, which is where contract opportunities are advertised via the new Find a Tender Service. Participants should note that they are responsible for their own costs associated with participating in this preliminary market engagement. The Council will not be liable for any costs incurred by potential suppliers as a result of their participation in the exercise.
